REGULAR MEETING, TOWN OF MARSHALL APRIL 9, 2013

 

The regular meeting of the Town Board of the Town of Marshall, County of Oneida, and the State of New York was held at the Town Hall, 2651 State Rte. 12B, and Deansboro, NY on the 9th day of April

2013

Supervisor Blau called the meeting to order at 7:00 P.M. with the pledge to the flag.

 

Supervisor Blau presented the Town Board with a bill from HJ Brandeles.  They have $17,500.60 left on their contract.   $9148.00 is the credit allowance.

Supervisor Blau ask the Town Board to sign the voucher for payment of this bill in the amount of $8252.60.  After some discussion the Town Board okayed  the Brandeles  bill in the amount of $8252.60.

RECOGNITION OF GUESTS:

 

DEPARTMENT REPORTS:

 

                ZBA: Dave Georgius reported that the mud fest is all set.  He understands that around 865 people have signed up for the run.  Buell Fuels is ready except for some wording of a document.

 

                ASSESSORS:  Maryanne Marsh reported to the Town Board.  She explained in great detail about commercial exemptions. 

 

                ZONING/BUILDING CODES ENFORCEMENT OFFICER:  Morris Sturdevant reported to the Town Board.  The Town is very quiet. He did not issue any permits in the month of March.    He has completed his training for the year 2013.

 

                WATER ADVISORY BOARD:  Report presented.   The electrical usage is very high.  The Water Board is looking into this problem and it will be corrected. 

 

                PLANNING BOARD: Bill Marsh reported to the Town Board.  They are reviewing the Comprehensive Plan with extra meetings to get through it.  Hope to have something for the Town Board to look at by June 1, 2013.

 

Councilman Ford reported to the Town Board and all in attendance that Dorothy McConnell our Town Historian will be receiving Franklin D. Roosevelt Local Government Historian Professional Achievement Award given for the life time achievement in the practice of public history in New York State.

                HIGHWAY SUPERINDENTENT:

 

•A.      Sally Road Bridge:  DEC stopped work until May 15 because the fish are spawning.  DEC is requiring the Town to put a coffer dam down stream from the bridge.

•B.      Gradall:  Is being repaired by Vantage.

•C.      John Deere Loader:   The Town Board needs more information before they can decide on a 2year turnover plan.

•D.      624 Bucket:  The Town of Ohio is interested.  Superintendent Lollman was instructed to get as close to $2000.00 possible.

•E.       Chips:  There should be an increase in 2013 of $22,449.02.  This would give the Town of Marshall about $102,089.37 for chips.

•F.       Door (overhead):  The contractor has made adjustments.

•G.     Trash days:   Spring -May 9,10 & 11-Fall- October 3,4, & 5.

 

RESOLUTION #66

JUNK DAYS

On a motion by Councilman Ford, seconded by Councilwoman McConnell the following resolution was ADOPTED                Ayes      4              Ford, McConnell, McNamara, Schachtler

                                Nays      0

RESOLVED that the Highway Superintendent will run trash days the second week of May and the first week of October Thursday, Friday and Saturday.  Thursday 7 AM to 3:30 PM, Friday 11:00 AM to 7:00 PM and Saturday 7:00 AM to 3:30 PM.

 

•H.      Radio base is in; this will result in better communications.

•I.        Chipper has not come in yet, probably next week.

•J.        June 1, 2013 Open House:  Donations are coming in from the Community.

 

TOWN CLERK/WEBSITE ADMINISTRATOR:   Clerk Matteson gave the Supervisor a check for $71.50 for March business.

 

SUPERVISOR'S REPOR:T  Supervisor Blau went over his reports with the Town Board.

 

COMMITTEE REPORTS:

•A.      Parks & Recreation:  Sue McConnell reported that they are working on Marshall Days.    The new banners are in.  They are working on a sign for the Memorial Park.

•B.      SOCCOG:  Their next meeting will be April 29, 2013 at the Town of Kirkland.  John Scott will be the speaker.  Colin Idzie is very interested in the Chenango Trail.  Would like to have all three sections connected.

RESOLVED that the Supervisor is authorized to pay the audited bills in the following amounts:

                HIGHWAY DEPT.  55-75                 $15,900.35

                HIGHWAY GARAGE 27-32            $14,763.08

                WATER 14-17                                     $  1,279.50

•D.      Dog enumerator:  Working on it.

•E.       Work rules/policy:  Need to finalize.

•I.        Open House:  Discussed earlier

•J.        Oriska seniors:  Nothing

•K.      Cemetery Grant: Has been written and mailed in.

 

NEW BUSINESS:

•A.      Summer rec. interviews:  April 11, 2013 at 6:30 PM.

•B.      Trash days:  Done

•C.      Dog control officer:  Clerk Matteson will put an ad in the Waterville Times.

•D.      Flood Plan:  Need to have a hearing on the new law.  It will be Local Law 1 for 2013.  The hearing will be held at the next regular Town Board Meeting.  May 14, 2013.

RESOLVED that the Town Board pass a congratulatory resolution to recognize Dorothy McConnell who will be receiving the Franklin D. Roosevelt Local Government Historian Professional Achievement Award for life time achievement in the practice of public history in NYS.

RESOLVED that the sign at the Memorial Park will include the word Veterans.

EXECUTIVE SESSION

RESOLVED that the Town Board to into executive session at 9:50 PM to discuss union negotiations.

RESOLVED that the Town Board come out of executive session at 9:53 PM.

 

On a motion by Councilman Ford, seconded by Councilman McNamara the meeting was adjourned at 9:54 PM.  Carried unanimously.
