Supervisor Blau called the meeting to order with the pledge to the Flag.
The hearing for Local Law #1 2013 updating Current Flood Plain Maps was opened to the public.

RESOLVED that the minutes of the special Town Board Meeting of April 11, 2013 be accepted as presented.
DEPARTMENT REPORTS:
•A. ZONING BOARD OF APPEALS: Activity report presented to the board. No members were present.
•B. ASSESSORS: Maryanne Marsh explained some more about the commercial exemption. It was decided not to take any action until the Comprehensive Plan has been presented to the Town Board.

RECOGNITION OF GUESTS:
Richard Smith from Adjusters International came into the meeting at 7:15 P.M. He was there to give an update on the highway garage. There is a revision on the code upgrades. Mr. Smith believes that the insurance company will pay the $111,294.30 in addition to the pre-payment of $115,897.44. They might hold back on the oil separator until they receive the plans for it. The code upgrade in the cement slab and the clerk of the works are still questionable. The adjusters feel that to get any more money on the basic estimate the Town will probably have to file suit against the insurance company. July 2, is coming up fast.

•C. ZONING/BUILDING CODES ENFORCEMENT OFFICER: Report presented.
•D. WATER ADVISORY BOARD: Report presented
•E. PLANNING BOARD: The minutes of the March 20, March 25, April 10 and April 17 meetings were presented to the Town Board. Bill March reported that the Board is working on the Comprehensive Plan. It is slow going. Caroline Williams is working with the Planning Board on this project.
•F. HIGHWAY SUPERINTENDENT:
•a. GPS Units: They are in. Steve is arranging with Jon Scott to install them. There are six units. Four in dump trucks, one in mowing tractor and one in pickup or patch truck. It was suggested to add one for Steve's truck.
•b. First aid: Bob Welch and Jerry Sehn to update their first aid training.
•c. Five miles of chip seal: Canning Factory, Sally and Daytonville Roads.
•d. Ditching and Mowing contracts. Have received them from the county. Need to decide what Town of Marshall is going to do.
•e. Used roller: Tracy Equipment as a used roller for $45,000.00. It is a 2000, with 1850 hours. 25 ton with vibrator. The thought was to rent it for a month to see if it does the job. The rent would most likely go toward the purchase of the roller if we decide to buy it.
•f. Buell Fuel: Superintendent Lollman would like to get all the fuel at the gas station. The Town Board is concerned with the big trucks pulling in to get fuel with all the other traffic that is around there. The Board was okay with getting gas at the pumps but they were hesitant about getting the diesel fuel there.
•g. Burnt Oshkosh: Lollman would like to scrape the Oshkosh and other old pieces of equipment lying around at the town barn. The Town Board told him to get rid of the junk.
•h. Sally Road: The bridge is still on hold from DEC.
•i. Gridley Paige Road: Is going out for pug mill bids. 1.4 miles. Supervisor Blau would like it to go out for black topping also.
•j. 624 bucket: Maybe sold.

•k. Help: Superintendent Lollman would like to run an ad for part-time help in the Waterville Times.
•l. 644 Loader: The upgrade on the 644 loader was discussed but no decision was made at this time.
Councilman Ford would like to set two dates to meet with the PERB mediator. June 4th at 6:00 PM is first date and if a second meeting is needed it will be June 5th at 6:00 PM.
Bob Welch reported to the Town Board about the Open House scheduled for June 1, 2013.
•G. TOWN CLERK/WEBSITE ADMINISTRATOR: Clerk Matteson gave the Supervisor at check for $213.60. $212.00 was clerk business and $1.60 was for the sale of a fishing license. Supervisor Blau ask that the Clerk advertise the Open House on the Website Banner.
•H. SUPERVISOR'S REPORT: Supervisor Blau went over his reports with the Town Board. He also informed the Town Board of an Open House meeting being held by SWOCO on July 10, 2013. This Open House is being held at dump site on Hatalla Road, Knoxboro. The Supervisor has a change order for George A. Nole & Son, Inc. for $14,917.00. He needs a motion to sign and return this change order.

•I. COMMITTEE REPORTS:
•a. Parks & Recreation: Have been working on getting the parks ready for Memorial Day and working on Marshall Day.
•b. SOCCOG: Sean McNamara reported to the Town Board about the last meeting that was held in Kirkland. Jon Scott talked about the GPS system that the Town of Kirkland has. The next meeting will be in Verona, July 29, 2013.

RESOLUTION #84
DITCHING CONTRACT
On a motion by Councilwoman McConnell, seconded by Councilman Ford the following resolution was ADOPTED Ayes 3 Ford, McConnell, McNamara

RESOLVED that the Town of Marshall will accept the County Ditching Contract and will expend up to 40 hours to ditch the Roads at the rates listed in the contract.
•B. Resignation: The Town of Marshall has received the resignation of Betty Hughes from the Planning Board. The Town Clerk will put an advertisement in the Waterville Times for applications for this job.
•C. Dog Control Officer: Kevin Kelly from Sangerfield is interested in sharing a dog control officer with the Town of Marshall. Terry Seminaro from Sauquoit is interested in the job. Has kennels ready to go. The Town will have her come in for an interview.
•D. Hearing: There was no input on the Local Law #1 2013 Updating Current Flood Plain Maps. Attorney Getman will send a copy of the law to the New York State Department of Environmental Conservation for their review. Once we hear back from them, the law can be passed.
GARAGE UPDATE:
•A. Tony Glover will be over to look at the oil separator job and do a perk test.
•B. Burns still needs to put the bollards around electric transformer.
•C. Kirkland will loan us a power rake and hydro- seeder to do site work.
•D. Eve trough has been installed.
•E. Bob is shopping for tools.
Round Table:
Councilman McNamara:
•a. The Town needs to get all the pictures and other paper work that the Clerk of the Works has.
•b. Driveway: Mike Lahey will contact Nole to let him know that the driveway needs to be looked at. The blacktop appears to be too dry.
•c. Moisture in building: Brandeles is supposed to be working on the problem.
•d. Where are the completed building drawings?

Councilwoman McConnell: Nothing
Councilman Ford: Open House June 1, 2013. The Town Clerk will send notices to all local papers of the event and invitations to first responders and Towns that helped us out. Calendar.
