REGULAR MEETING, TOWN OF MARSHALL FEBRUARY 11, 2014

The regular meeting of the Town Board of the Town of Marshall, County of Oneida, and the State of New York was held at the Town Hall, 2651 State Rte. 12B, Deansboro, NY on the 11th day of February, 2014.

Supervisor Sturdevant called the meeting to order at 7:00 pm with the pledge to the flag.

 

RESOLUTION #  18

MINUTES

On a motion by Councilwoman McConnell, seconded by Councilman Williams, the following resolution was ADOPTED

                       Ayes      4              Buschmann, McConnell, Schachtler, Williams

                       Nays      0

RESOLVED that the Town Board accept the minutes of the regular meeting of January 14, 2014.

 

RESOLUTION #  19

On a motion by Councilman Williams, seconded by Buschmann, the following resolution was ADOPTED             

      Ayes      4              Buschmann, McConnell, Schachtler, Williams

      Nays      0

RESOLVED that the Town Board accept the minutes of the special meeting of January 22, 2014.

 

RESOLUTION #  20

On a motion by Councilwoman McConnell, seconded by Councilman Williams, the following resolution was ADOPTED   

                       Ayes      4              Buschmann, McConnell, Schachtler, Williams

                       Nays      0

RESOLVED that the Town Board accept the minutes of the special meeting of January 29, 2014.

 

 

RECOGNITION OF GUESTS:

  •  
    • Rich Cunningham, Senior Consultant for THOMA Development, spoke about grant writing.  He would like a “wish list” from the Town to see if any grants are available for the Town.

    • Tasha Hance, from the Town of Augusta discussed Indian reservation land.

 

 

 

 

DEPARTMENT REPORTS:

•a.  Zoning Board of Appeals: No report given.

 

•b.  Assessors: No report given.

 

•c.  Zoning/Building Codes Enforcement Officer: Report given to Board.

 

•d.  Water Advisory Board: Report given to Board.

 

•e.  Planning Board: Report given to Board.

 

•f.  Comprehensive Plan:  Done

 

•g. Highway Superintendent

      • Put bid out for a new truck, regular cab.

      • Gradall needs new gear and seals.

 

RESOLUTION #21

On a motion by Councilman Williams, seconded by  Councilwoman McConnell the following resolution was ADOPTED                            Ayes      4              Buschmann, McConnell, Schachtler, Williams

                            Nays      0

RESOLVED that the Gradall repairs be made, approximately $3,212.

    •  
      • GPS units – Highway Superintendent Welch will get renewal date.

      • Service contract on doors - Superintendent Welch will get pricing.

      • Old sander - Will sell a sander from an old truck.

      • OshKosh truck - Not worth the cost to fix it.

      • Bucket - Westmoreland has bucket, possibly for sale. Superintendent Welch will look into.

      • Tractor Supply Company: Will purchase bolts from them, as they are cheaper.

      • Will clean trees from creek by Veteran’s Park as soon as possible.

 

 

 

 

•h. Town Clerk:  Clerk Blunt gave the Supervisor one check.  The check was for $491.64 for clerk business.

 

•i.  Supervisor's Report: Supervisor Sturdevant went over his report with the Town Board.

      • Website training - Will set up meeting for website training.

      • Computell Consultants – They will audit Town’s utility bills. They take 40% of what they find.

 

 

 

 

 

RESOLUTION #22

 

On a motion by Councilwoman McConnell, seconded by Councilman Schachtler, the following resolution was ADOPTED                Ayes      4              Buschmann, McConnell, Schachtler, Williams

                                      Nays      0

RESOLVED that the Town Board sign contract with Computell Consultants to audit the Town of Marshall’s utility bills.

 

      •j.  Committee Reports:

a. Parks and Recreation: Councilwoman McConnell gave a verbal report to the Board about upcoming events. 

bSOCCOG:  Councilman Buschmann will look into.

 

RESOLUTION # 23

 

On a motion by Councilwoman McConnell, seconded by Councilman Williams  the following resolution was ADOPTED                Ayes      4              Buschmann, McConnell, Schachtler, Williams

                                Nays      0

RESOLVED that the Town Board authorizes the Supervisor to pay the audited bills in the following amounts:

            GENERAL         $ 10,214.30                   Vouchers 30-56

            HIGHWAY       $ 22,268.05                   Vouchers 26-51

            WATER            $     688.50                    Vouchers 5-7

            FIRE                $  0

 

RESOLUTION # 24

 

On a motion by Councilwoman McConnell, seconded by Councilman Buschmann, the following resolution was ADOPTED       

         Ayes      4              Buschmann, McConnell, Schachtler, Williams

         Nays      0

RESOLVED that the Town Board accept all reports as given.

 

 

 

OLD BUSINESS:

a. Bramer project: Reassigned to Councilmen Schachtler & Williams and Superintendent Welch.

 

b. Trail: Assigned to Parks & Recreation, Councilwoman McConnell is working on it.

 

cSalt Barn: Ad for bids is in the paper. Will open bids at March meeting.

 

d. Timber sale: Looking into lines.

 

e. Oil separator:  Superintendent Welch is testing water taken out of pumps to know what is being discharged.

 

f. Insurance claim: Mr. Getman had nothing to report.

 

g. 644 bucket: Letter was sent by William Getman, no response yet. Auctions International responded with other options. Mr. Getman will pursue judgment against Serge Legault.

 

 

 

Councilman Buschmann left at 8:32 pm.

 

 

NEW BUSINESS:

  • Grant writing: Town will come up with wish list to present to THOMA consultant Rich Cunningham.

  • Phones: Phone company will evaluate current system & give a price to update.

  • Dog Officer: Terry Cerminaro wants to use a second vet, in addition to Waterville Vet.

  • Garage update: Met with March Industries – building should not be dripping. They will come up with a fix.

 

 

 

  1. Summer Rec. guidelines: Councilwoman McConnell gave Board her proposed guidelines for the Summer Rec program.

 

 

RESOLUTION # 25

 

On a motion by Councilman Williams, seconded by Councilman Schachtler, the following resolution was ADOPTED  

                          Ayes      3              McConnell, Schachtler, Williams

                          Nays      0

RESOLVED that the Town Board accept Summer Rec Guidelines submitted by Councilwoman McConnell with changes.

 

 

 

On a motion by Councilman Williams, seconded by Councilman Schachtler, and carried unanimously, the meeting was adjourned at 9:37 pm.
