REGULAR MEETING, TOWN OF MARSHALL APRIL 8, 2014

The regular meeting of the Town Board of the Town of Marshall, County of Oneida, and the State of New York was held at the Town Hall, 2651 State Rte. 12B, Deansboro, NY on the 8th  day of April, 2014.

Supervisor Sturdevant called the meeting to order at 7:01 pm with the pledge to the flag.

 

RESOLUTION # 32

MINUTES

On a motion by Councilwoman McConnell, seconded by Councilman Williams the following resolution was ADOPTED             Ayes      3            McConnell, Schachtler, Williams

                            Nays      0

RESOLVED that the Town Board accept the minutes of the regular meeting of March 11, 2014 with corrections.

 

RESOLUTION # 33

MINUTES

On a motion by Councilman Williams, seconded by Councilman Schachtler, the following resolution was ADOPTED             Ayes      3              McConnell, Schachtler, Williams

                            Nays      0

RESOLVED that the Town Board accept the minutes of the special meeting of March 19, 2014.

 

 

Jack Buschmann arrived at 7:10 pm.

 

 

RESOLUTION # 34

MINUTES

On a motion by Councilman Williams, seconded by Councilman Buschmann, the following resolution was ADOPTED             Ayes      4              Buschmann, McConnell, Schachtler, Williams

                            Nays      0

RESOLVED that the Town Board accept the minutes of the special meeting of March 25, 2014.

 

 

 

RECOGNITION OF GUESTS: Joe Kane spoke regarding the article in The Waterville Times regarding the status of the bridge yellow-tagged by NYSDOT. Highway Superintendent Welch will follow up with Mr. Kane.

 

DEPARTMENT REPORTS:

  •  
    • Zoning Board of Appeals: Mr. Gilley gave report.

    • Assessors:  Report provided in Board members’ packets.

    • Zoning/Building Codes Enforcement Officer: No report given.

    • Water Advisory Board: Report provided in Board members’ packets.   

    • Planning Board: Report provided in Board members’ packets.

    • Highway Superintendent:  Superintendent Welch spoke about the following:

      • CHIPS will be giving more money this year.

      • Clam bucket has been ordered, should be here in 2 weeks.

      • Trash Days will be held May 1-3, 7:30-3 pm.

      • March Associates is sending someone to address condensation problem.

      • Will make 50 tons of cold patch at $51 per ton.

      • Made an estimate for drainage in Earl Manor, applied for $70,000-$100,000 grant. 

      • Superintendent Welch is getting an estimate for sealing roads. Roads repaired last year are blowing apart in the middle and need repair – Ford, Burkett, Lewis & Brouillette Roads.

    • Town Clerk:  Clerk Blunt gave the Supervisor one check for $ 30.50 for clerk business.

    • Supervisor's Report: Supervisor Sturdevant went over his report with the Town Board.  

      • Association of Towns dinner postponed.

      • Highway Superintendent & Town Supervisor will attend DEC meeting regarding assessment of creeks on Tuesday, April 22.

      • Briefly reviewed information in Board members’ packets.

      • Board met 3/19 and rejected salt barn bids.

      • Discussed THOMA grant writing. Asked Board to sign contract for $200/month retainer for 12 months. If THOMA gets a grant for the Town, the retainer comes out of that grant. They will use Town of Marshall’s Comprehensive Plan as a guideline.

      • Requested Board sign contract for timber sale.

 

RESOLUTION #  35

 

On a motion by Councilwoman McConnell, seconded by Councilman Buschmann,  the following resolution was ADOPTED

               Nays      0

RESOLVED that the Town Board hire THOMA Development for one year with a $200 per month retainer for grant writing purposes.

     

 

RESOLUTION #  36

 

On a motion by Councilman Schachtler, seconded by Councilman Buschmann,  the following resolution was ADOPTED 

               Ayes      4              Buschmann, McConnell, Schachtler, Williams

               Nays      0

RESOLVED that the Town Board sign the timber contract with McDonough Lumber.

 

 

 

 

 

 

RESOLUTION #  37

 

On a motion by Councilman Williams, seconded by Councilman Buschmann,  the following resolution was ADOPTED                Ayes      4              Buschmann, McConnell, Schachtler, Williams

                               Nays      0

RESOLVED that the Town Board accept the insurance proposal by Gates-Cole to pay the submitted invoice and voucher for $19,857.56.

 

 

RESOLUTION #  38

 

On a motion by Councilwoman McConnell, seconded by Councilman Williams,  the following resolution was ADOPTED                Ayes      4              Buschmann, McConnell, Schachtler, Williams

                                      Nays      0

RESOLVED that the Town Board accept all reports as given.

 

 

RESOLUTION #  39

 

On a motion by Councilwoman McConnell, seconded by Councilman Schachtler, the following resolution was ADOPTED               Ayes      4              Buschmann, McConnell, Schachtler, Williams

                                      Nays      0

RESOLVED that the Town Board authorizes the Supervisor to pay the audited bills in the following amounts:

            GENERAL         $  48451.31       vouchers 81-106

            HIGHWAY       $  22,533.47      vouchers 67-86

            WATER            $  337.99           vouchers 11-14

 

 

COMMITTEE REPORTS:

Parks and Recreation: Councilwoman McConnell reported. 

 

 

OLD BUSINESS:

  • Oil separator:  Highway Superintendent and Town Supervisor are looking into.

  • 644 bucket: Mr. Getman has drafted a claim against the Canadian firm. 

 

 

 

NEW BUSINESS: none

 

 

On a motion by Councilman Schachtler, seconded by Councilman Williams, the meeting was adjourned at 9:00 pm.  Carried unanimously.
