REGULAR MEETING, TOWN OF MARSHALL MAY 13, 2014
The regular meeting of the Town
Board of the Town of Marshall, County of Oneida, and the State of New York was
held at the Town Hall, 2651 State Rte. 12B, Deansboro, NY on the 13th
day of May, 2014.

Sturdevant called the meeting to order at 7:02 pm with the pledge to the flag.
RESOLUTION # 40
MINUTES
On a motion by Councilwoman McConnell, seconded by Councilman
Buschmann the following resolution was ADOPTED

RESOLVED that the Town Board accept the minutes of the regular
meeting of April 8, 2014 with
changes.
RECOGNITION OF GUESTS: Bonnie Peeling
and Carol Orsino voiced concerns regarding the manure pit on Gallagher’s Farm.

Zoning Board of Appeals: Dave Georgius reported.

Highway
Superintendent:
Superintendent Welch spoke about the following:

M Shaw - Town will be fined for not reporting when they were
done putting sand up last December. Paperwork is done and filed, no citation
for the Town.

Trash Days -
are done. Another one will be held in
October. Superintendent has not received the bill yet.

Sally Road
bridge - Superintendent met with NYS
DOT regarding bridge. He will get prints from Locknear Designs to look over to
see what else needs to be done to get the bridge from being yellow flagged.

Earl Manor -
install pipe underground,
approximately $1500-1600 for pipe and catch basin. Will meet with homeowners to
get easement.

Exhaust fan
in barn – needed to remove fumes when
welding. Approximately $4,100 parts & labor. Superintendent will get 3
quotes.

Moisture in
break room – Brandelis & Marsh said furnace will remove moisture from
break room. Superintendent will get price to spray foam ceiling area.

Roads – approximately $50,000 to do the roads done last
October again. Superintendent will have more prices next month.

Salt barn – asked to re-bid.
RESOLUTION # 41
On a motion by Councilwoman McConnell, seconded by Councilman
Buschmann the following resolution was ADOPTED

RESOLVED that the Town Board can re-bid the Salt Barn.
RESOLUTION # 42
On a motion by Councilman Buschmann, seconded by Councilwoman
McConnell the following resolution was ADOPTED

RESOLVED that the Town Board adopt the Standard Work Day and
Reporting for Robert Welch.

Key request: Little
League would like keys to use the restrooms during practices. Supervisor
suggested they approach Fire Department & ask for key for bathrooms
outside.

Donation: The Boro
donated $300 to the Youth Program for playground equipment.

WCS Grant for a
shared services station: Town will not do anything to stymie the grant, but it
is not practical for Town usage.

Special meeting:
will be set up for next week for Youth Program interviews.
Councilwoman
McConnell asked questions about the budget summary.
Guest Michael
Hennessy, County Legislator came in at 8:15.
RESOLUTION # 43
On a motion by Councilwoman McConnell, seconded by Councilman
Buschmann, the following resolution was ADOPTED

RESOLVED that the Town Board authorizes the Supervisor to pay
the audited bills in the following amounts:

RESOLUTION # 44
On a motion by Councilwoman McConnell, seconded by Councilman
Buschmann, the following resolution was ADOPTED

RESOLVED that the Town Board accept all reports as given.
COMMITTEE REPORTS:
Parks
and Recreation: Councilwoman
McConnell reported on the Easter Egg Hunt, Veteran’s Park dock and asked for
approval to sponsor a fundraiser for “Blessings in a Backpack” at Marshall
Days. Supervisor Sturdevant approved. Also spoke about flowers for Memorial
Day.
OLD BUSINESS:

Salt Barn –
will put out for re-bid.

644 bucket –
nothing to report per Mr. Getman
-
Insurance claim notice – nothing to report per Mr. Getman.

Oil separator
– Councilman Buschmann is pursuing.
NEW BUSINESS: none.
On a motion made by Councilman Buschmann and seconded
by Councilwoman McConnell, the Board went into executive session to discuss the
possibility of litigation at 8:30pm. Only Board members, Supervisor &
Attorney were present.
On a motion by Councilman Buschmann and seconded by
Councilwoman McConnell, the Board came out of executive session at 8:59
pm. Carried unanimously
On a motion by Councilman Buschmann, seconded by Councilwoman
McConnell, the meeting was adjourned at 9:01 pm. Carried unanimously.
